Building Commissioning & Retro-Commissioning

Throughout the planning, design, and construction of your building, EMR acts as the commissioning authority to ensure that every effort possible is taken to maximize the quality of your building and obtain the most value for every dollar spent. EMR serves as your representative to plan, review, test, and accept your building systems.

 

While a number of firms offer commissioning services, very few have experience providing commissioning on large, complex projects or provide the variety of related services that EMR does. EMR is a uniquely qualified firm that provides the full spectrum of commissioning services through both performance contracts and more traditional contracting methods to a variety of private and public sector clients. EMR understands all aspects of commissioning, from development of the commissioning plan to verification and functional testing to post-occupancy evaluations and O&M training.

 

EMR also provides retro-commissioning services to improve and optimize building performance in existing facilities that have never gone through prior commissioning or quality assurance processes. We help address the gap between a building that does not work as intended and an overburdened O&M staff, as well as help improve energy performance and indoor air quality by identifying and correcting the root causes of problems, not the symptoms.

 

EMR has been on the leading edge of development in commissioning. EMR developed the Building Commissioning Guide for the U.S. General Services Administration and Department of Energy, and has developed commissioning plans and specifications for a variety of government and institutional clients, such as Department of State, Duke University Medical Center, Texas Tech University, and the Texas Department of Criminal Justice. EMR is a Corporate Member of the Building Commissioning Association.

 

In addition to traditional contracting methods, EMR is qualified to offer commissioning and retro-commissioning services to Federal clients through GSA Advantage (Schedule 03FAC, SIN 871 206), and our Blanket Purchase Agreement with GSA to provide Comprehensive Professional Energy Services (BPA GS-23F-PE006).

 

Services

EMR has extensive experience providing commissioning in all phases of construction of new facilities, renovation of existing facilities, and as a performance evaluation tool for existing buildings. This experience includes:
